It shall be unlawful for any person, whether as principal or agent, clerk or employee,
whether for himself, or for any other person, or for any body corporate, or as an
officer of any corporation or otherwise, to set up, carry on or give any circus, or
give any show or exhibition specified in this article within the county and outside
the corporate limits of any incorporated city, without first having procured a license
from the county to do so.
